Has anyone had encountered this issue where the bot does not pickup the keywords so it keeps repeating the welcome/greetings interaction?

I am using the Global Connections and have been testing the bot and many times I get stuck with this...

I activated the custom error message:
Error Message

{Sorry, I'm still not getting that. Please type or say RESTART to Start Over.}{Hmm. I didn't get that. Please type or say RESTART.}
(message to be sent if your bot repeatedly cannot parse a user's input)
Error Count
3
(number of parse attempts before error message is sent)

but it seems this does not work for global connections? I have a screenshot but this platform does not allow to include attachments.
