Connect with a specified user using user id stored in a local database.

I want the bot to automatically connect to a particular user's Id whenever the user login, it would automatically fetch all the information we have for that user and ask him to fill out only those information which are not present in our database.

So, basically, if information related to particular question was already there, then don't pop that question in the chat and move to the next one.
